Sir, — J. N. Ewart (January 31) expresses a widely-held concern that persons with substantial capital assets are receiving family care benefit. The response by Mrs Hercus to this letter does little to allay this concern. Mrs Hercus states that a test taking assets into account would have disadvantaged many families on modest incomes. Does this imply that she believes “persons with capital assets of at least $500,000” but who, thanks in part to efficient legal and financial advice, have low taxable incomes should qualify for family care assistance? Perhaps Mrs Hercus would be better to agree that speed was essential for the initial granting of family care benefit.
