Sir,—How ironic that our Defence Ministry, quoting Western Intelligence reports, has warned our new Government about increased Soviet military activity from American-built bases in Vietnam. In the early 1960 s the same Ministry, quoting the same socalled Intelligence sources persuaded the then National Government to overrule the wise contrary advice of Mr Hunn and support the disastrous American invasion of Vietnam, which led directly to the huge enlargement of military facilities at Cam Ranh Bay and Da Nang. The Defence Ministry must be one of the few groups which can freely use overseas backing to justify its privileged existence and extol its own virtues, and defend its huge expenditure, currently S7SOM. Apart from brief control in Hawaii in 1812-14, Russia has never invaded the Pacific and is never, likely to, with only three military bases available outside Russia. As history again confirms, in the longterm military initiatives are invariably counter-productive.—Yours, etc.,
