Commission for the Environment
Sir,—Starved of adequate resources, particularly in recent years with the burgeoning of “think biggery,” the Commission for the Environment has led a frustrating existence as a biteless and almost barkless watchdog. Legislation to strengthen it has been advocated, notably by the O.E.C.D. in its review of environmental policies in New Zealand, and. last year by the officials who assessed the commission’s effectiveness. Both recommended a Ministry for the Environment. The decision to establish such a ministry is welcome. It is vital, however, that there should still be an independent advisory body to represent to the Government the concerns of the general public. The Nature Conservation Council, Environmental Council and Clean Air Council could be combined to this end. The new ministry should have transferred to it responsibility for clean air, soil and water conservation, and town and country planning, which are all key matters in management of the environment.— Yours, etc., ERIC BENNETT.
