Sir,—Apparently some councils credit only part or none of the rates rebate in the first quarter of the year, adjusting it later. To those on small fixed incomes, and above all, on unemployment benefits, a demand for an extra $3O with the first rates instalment, can be a real hardship. And, through no fault of their own, there are thousands of Christchurch home-owners struggling to manage on the dole. Regarding the China visit: I am sure this engendered nothing but good will, but we do have an efficient Ministry of Foreign Affairs, staffed by career diplomats, annd they do not need the help of the amateur diplomats of the Christchurch City Council.
