Sir,—The dismissal of the case against Mr Stemmer this week, for alleged threatening behaviour during the Whipple protest in March, illustrated the unconstructive actions of the police. Having been on another yacht nearby at the time, I was well aware that no attempt was made by any boat to impede the passage of the Whipple into the inner harbour, in accordance with the public policy of the protest squadron avoid any dangerous

or illegal action. In contrast, the police and their Naval Reserve assistants behaved in an unseamaniike and hostile manner, harassing vessels which were neither an obstruction nor within the 100 metre exclusion zone. They created potential danger and confrontation in an otherwise safe and peaceful situation.
