Compensation for crime

Sir,—l am a retailer in Christchurch. I have a shop in. the City Mall and another in Brighton. In the last year I have had several cheques “bounced,” and I have referred them to the C. 1.8. Later I have received letters from the police telling me that the person has been caught. In each instance the court has awarded no compensation, and also I have not received back the goods for which the cheques were written. Where is the justice? These people can steal, the police do a good job chasing them but the judge does not even make the person take responsibility for the crime.
