Argentina’s Congress has formally proclaimed Raul Alfonsin as the nations next President. He will be inaugurated on Sunday. Mr Alfonsin of the reformist Radical Party, won 52 per cent of the vote in the General Election and will be the first democratically elected President since the Armed Forces ousted Isabel Peron from power in March 1976. — Buenos Aires.
