Disarmament
Sir,—Prompted by obvious mistrust, Neville Rush (December 8) asks M. Creel a question which bugs many New Zealanders: “How do we know the Soviets would be willing to disarm if the West was?” The short answer is that they have — by agreement — at least three times since 1960. Assessment of future Soviet intentions can only be deduced from past history and previous reactions. Russian leaders and people know what war means
— it has devastated their country seven times in the last 200 years. America has never suffered invasion and does not realise that its total loss of life, in all the wars in its entire history (all fought on others’ territory) still does not match the Soviet loss in one city — Leningrad — during just one invasion. The Soviet economy is only half the size of America’s, and is much more drastically disadvantaged by arms competition with hostile states. — Yours, etc., M. T. MOORE. December 8, 1983.
