Commission has right to stop waste discharge
PA Wellington The Taranaki Catchment Commission has the right under special legislation to stop the Taranaki synthetic fuels plant discharging waste at Waitara if the company falls down on its obligations under a water right, the Minister of Energy, Mr Birch, has said. The Coalition for Open Government has claimed that the power to terminate the water right was specifically excluded from the Synthetic Fuels Plant (Water Right) Bill.
But it was found that the coalition had based its statement on a version of the bill which was changed before it was introduced in Parliament by the Government. Mr Birch said that the commission had asked for the change to give it a greater role in monitoring the quality of the effluent. The bill, which the House referred to a select committee, was introduced so that effluent from the plant is not dumped on traditional seafood beds of Te Atiawa Maori people.
