Non-agression pacts
Sir,-In reply to M. T. Moore’s letter (February 23\ my submission of the number of countries available to sign the pact will stand up to examination. Mr Moore is indulging in legal hair-splitting when he mentions a discrepancy of 48 nations. He knows that these were not sovereign states with power to sign of. their free will. They were colonies and protectorates of the imperial powers (eg. Nigeria. Tunisia, etc.). Elven for India in 1939, war was declared by
the Viceroy in Germany, not by the Indian Parliament in New Delhi which was well on the way to selfgovernment. For this reason, the Congress Party refused for several years to take its place in the legislature. Incidentally, the Kellog Pact is still in force, not having been revoked, so what use are any more pacts? — Yours, etc., H. F. NEWMAN. February 27, 1983.
