Russians taken to court
NZPA-Reuter London A London borough council took legal action yesterday against the Soviet trade delegation in London for its alleged failure to pay 1517,580 (about 5NZ1.097.726) in rates. Camden Council served a summons for the Russians to appear before magistrates on March 11 to explain why they have not paid rates on the’ Highgate complex that they have occupied since 1969, said a council spokesman. The Russians have claimed
diplomatic immunity from local rates, but earlier this month Lord Belstead. a junior Foreign Office Minister. told Parliament that the immunity claim ignored a Soviet pledge in 1934 to pay all rates. Camden Council said that the Government had taken 13 vears to decide whether the 1964 Diplomatic Privileges Act exempted the Russians from payment. Yesterday’s action came after strong indications from the Foreign Office that it did not. the spokesman added.
