Sir,—Figures released yesterday showing $l6 spent for each $1 earned suggest all is far from well with the City Council's recycling programme. The same article reflects on the pilot scheme held in 1978-79 where $6 was spent for each $1 earned. As the publicity and marketing person for the council during the pilot, I produced an alternative report stating that a $2 spent for $1 earned recycling scheme would work given the economies of scale of a city-wide scheme and the elimination of gross inefficiencies in some areas of the collection and processing system. Even the council’s own report concluded that a $4:?1 situation was possible. How then can the council’s scheme operate at such an astronomical loss?
