Oil pollution expert in N.Z. for talks

Wellington reporter ■An international authorityon oil pollution at sea. Captain W. H. R. Lawrence, has had talks with officials in New Zealand. Two international conventions that provide the basis for compensation to victims of an oil spillage, and to Governments which incur costs in cleaning them up,, are due for revision in 1984. New Zealand has ratified one of the conventions but not the other. . . Together, the conventions provide compensation up to a maximum of SUSS4 million for any one spillage. Captain Lawrence said it

was proposed that the maximum should be increased to $125 million for any one spillage, with up to $5O million the responsibility of the tanker owners themselves. It was intended that the countries which ratified the new convention in 1984 should share up to SUS7S million of the cost, on a predetermined basis. The SUSI2S million would be both for compensation and clearing up, Captain Lawrence said. It was on the basis of strict liability for the insurers, but act of war or deliberate sabotage were excluded.
