Report a ‘flawed document’
The Penal Policy Review Committee’s report has been described by the joint working. committee " of' the National Council of Churches and the Catholic Church as a flawed document. v It used “liberal language” to disguise the harshness of proposals which included cuts in Government spending and an emphasis on punishing offenders instead of rehabilitating them, the committee said. The report, if adopted, would cause more harm than
good and w’ould lead to the abuse of voluntary help, it said. Psychological, probation, and other services would be reduced, the bulk of the work being transferred to voluntary and community workers who were' already overworked, under-recognised, and often untrained. The working committee said that it was “alarmed” to think that the Government might introduce hasty legislation based on “uncritical acceptance” of the report.
