Black Birch observatory
Sir. — "The Press" continues to run headlines such as "Black Birch ’no target’." and "U.S. observatory 'not military’." The first is true, and hardly anyone is trying to pretend Black Birch will be a target. The second is quite untrue. According to sworn testimony by the United States Navy to Congress, Black Birch is ■ being funded out of the military construction budget of the Chief of Naval Operations. It will be operated by and for the United States Naval Observatory, and its data is needed because of "the increased accuracy that is required for military purposes." It is not protesters who are claiming these things, it is the .United States military which is stating them. Thus, to decide who is lying and who is not. we have to choose between the United
