Sir,—The Water Resources Council is reportedly ("The Press," June 2) concerned about delays in the planned publication of the final water allocation plan for the Rakaia. The composition of this council reflects the source of this discontent. Ten of the 14 members who are all appointed on the advice of the Minister of Works and Development, represent entrenched development interests. Included in this group are appointees from the Ministry of Works, Federated Farmers, the Manufacturers’ Federation, the Dairy Board, and the Meat Industry Research. Institute. Against this “balanced" line-up is an appointee who after consultation by the Minister of Works with the Minister of Internal Affairs, represents all recreational interests in natural water. Comments by the council therefore reflect its development oriented position. They also indicate that the Waler Resources Council is extending “think big” to a “think quick" policy.
