Mares lose placings
PA Wellington Two mares, Off To Sea and Margaret’s Glory, were stripped of placings won at separate inquiries held in Christchurch last Friday. In both cases the hearings were before the sub-commit-tee of the New Zealand Racing Conference, comprising Messrs W. A. H. Thompson (chairman), B. Kelly and R. L. Williams. A charge was preferred by the Racecourse Inspector, R. D. Williams, against Mr R. R. Wilson, of Dunedin, a lessee of Off To Sea. No charges were preferred against the joint lessees Mr R. Le Geyt and Mr O. M. Astwood, of Dunedin, nor against the owner Mr L. P. Lock, of Christchurch. The Racecourse Inspector was represented by the Chief Racecourse Inspector, Mr J. M. Fleming. Mr Wilson did not attend the inquiry and the other three parties were present but not represented by counsel. The charge alleged that between May 27, 1981 and September 11, 1981, Off To Sea started in three races and that at all material times Mr R. R. Wilson was prohibited from having an interest in the running of the horse under the Rules of Racing. An application for retrospective exemption from the effects of rule 103 was lodged with the committee for consideration. As a result of submissions made by the Chief Racecourse Inspector and taking into account those made by the parties present the Committee decided: (1) The application for retrospective exemption from the effects of rule 103 be declined. (2) Mr R. R. Wilson be found guilty of a breach of rule 103 and under the provisions of that rule be fined $5OO and ordered to pay $2OO twords costs. (3) Off To Sea be disqualified from the Trial Stakes Number 3 at the Oamaru Jockey club’s meeting on August 17, 1981, when it ran second and earned $2BO. (4) An. order was made for the refund of the $2BO to be paid to the secretary of the New Zealand Racing Conference. (5) The amended placings in the Trial Stakes Number 3 mentioned are now: Yarrum 1; Lady Phyl 2; Wataripa 3; Seaward Bound. A charge was preferred by Mr Williams against Mr and Mrs W. R. Tapp, of
Christchurch, in respect of the mare Margaret’s Pride. Mr L. A. Armstrong, of Christchurch, was not charged but appeared as a lessee of the mare. Mr and Mrs Tapp admitted a breach of Rule 103 and Rule 125 for failing to register their joint interest in ownership of the mare. An application for retrospective exemption from the effects of that failure was submitted to the committee. After hearing submissions from the Chief Racecourse Inspector and taking into account the matters raised by the parties the committee decided: 1 The application for retrospective exemption be declined. 2 Because of extenuating circumstances no penalty would be imposed against the parties for a breach of the rules, but Mr and Mrs Tapp were ordered to pay $2OO towards costs. 3 The mare Margaret’s Pride be disqualified from the Cooptown Maiden Stakes at the Banks Peninsula racing Club’s meeting on November, 1980, where it was placed fourth, that it be disqualified from the Garney Howe Novice Stakes at the Westland Racing ' Club’s meeting on November 24, 1980, where it was placed third, and from the Wilson’s Whisky Stakes at the Westland Racing Club’s meeting on January 12, 1981, where it finished third, and the total stakes of $335 be refunded to the secretary of the N.Z. Racing Conference. The amended placings will be: Banks Peninsula Racing Club’s meeting: Hessen Cassel, 1, Admirals Cup, 2, Lord Provost 3, Fonsamarda 4. Westland Racing Club’s Meeting: Air Queen 1, Gilded Coat, 2, Mount Grey 3, Fonsamarda 4. Westland Racing Club’s meeting: Macho Man 1, Hypep, 2, Bilingual 3, and Gilded Coat 4.
