Sir,—An example of the irrationality of both present public finance and tax reform proposals: Mr Muldoon earns above $22,000 (indeed $79,000). He draws National Superannuation raised by $253 p.a. to $4556 p.a. on top of that. Yet there is a “shortage” of funds for the Nurse Maude Association. A halfway sane feature of the system is that Mr Muldoon pays 60 per cent marginal tax (like anyone over $22,000). Now there is an outcry that even this small return to the public purse be partly replaced by indirect taxes which fall mainly on the low income earner. If equity, economy and productivity be the canons of a sound public finance system.
