COOK ISLANDS VACANCY 80/3 PRINCIPAL TRAINING OFFICER THE MINISTRY OF Foreign Affairs is seeking applications under the Cook Islands-Manpower Aid Scheme for the position of principal training officer in the Manpower Training Unit, a section of the Cook Islands’ Public Service Commissioner’s Office. The appointment will be for a term of two years and applicants should be available to take up the position as soon as possible. The Principal Training Officer will be responsible to the Public Service Commissioner for the effective administration Of all sections of the Manpower Training Unit, which administratively controls scholarships, vocational guidance services, staff training and manpower planning. The officer will be responsible for over-all development and implementation of long term training programmes, especially training funded under scholarship schemes. As such, the officer would be expected to: (A) Prepare information and other papers for cabinets consideration covering the overall manpower training programme, as well as selected related subjects as may be required from time to time. (B) Liaise with departmental heads regarding individual departmental training needs and assist them in the formulation of training programmes as required. (C) Supervise the formulation of student, study programmes to ensure they are appropriate to achieve the objectives envisaged. (D) Assess over-all training requirements and identify relevant courses of study. (E) Correspond with the office of the New Zealand representative, Rarotonga, on selected aspects relating to training of Cook Islands nationals. (F) Liaise with the Department of External Affairs with respect to identifying and obtaining sources of funding for training activities, and (G) Co-ordinate the activities of the staff of the unit: Vocational Guidance Officer, Staff Training Officer, Manpower Planning Officer. QUALIFICATIONS Applicants should have a sound knowledge of public administration and preferably have a degree in administration. They should be conversant with all aspects of staff training techniques to senior management level and be able to devise and institute training courses, and co-ordinate programmes with overseas personnel in carrying out specialist courses. The salary payable will be commensurate with the appointees qualifications and at a step fixed in the New Zealand Public Service salary scale. Location and child allowances are also payable.
