J2l and ]■>? of the “Local Government Act. 19.4, puDitu notice is hereby given that the Ellesmere Counrv Council has prepared and approved tne estimates of income and expenditure for the petiod Apitl , 1980, to March 31. 1981. . A copy of the approved estimates is available for public inspection during normal office houis at the public office of the Council, High sweet, h ere by further publicly notified that it is the intention of the Ellesmere County Council at an ordinary meeting of the Ellesmere County Council to be held at 1.30 p.m. on Monday, June 23 1980, in the Council Chambers, Leeston, to make Uniform Annual Charges and levy the undermentioned Rates and Charges on the Rateable Capital Value of all rateable properties appearing in the Valuation Rolls, now in force in the County of Ellesmere, for the period commencing the first day of April, 1980, and ending on the thirty-nrsr dav of March, 1981, pursuant to the provisions of'the “Local Government Act, 1974.” the “Rating Act, 1967?’ the “Local Authorities’ Loans Act, 1956,” and Ihe “Counties Act, 1956,” and subsequent amendments: . (a) A General Rate of decimal three six (.0601 cents in the dollar on the Capital Value of all rateable propertv in the Ridings of Irwell, Southbridge, Rakaia, Springston and Green(b) A* Community Council General Rate of decimal three six eight (.368) cents in the dollar on the Capital Value of all rateable property in the Community Council of Leeston. . j • > (c) A Community Council General Rate of decimal three zero seven (.307) cents in the dollar onthe Capital Value of all rateable property in the Community Council of Southbndge. (d) Drainage Rates on the Capital Value of al. rateable property in the area classified for Lie Greenpark subdivision as follows: Class B — .1838 cents in the dollar. Class C — .1149 cents in the dollar. Class D — .0766 cents in the dollar. Class E — .0613 cents in Ire dollar. Class F — .0230 cents in the dollar. (e) Drainage Rates on the Capital Value of ah rateable property; in the area classified for the L2 Subdivision as follows: Class A — .1500 cents in the dollar. Class B — .1000 cents in the dollar. Class C — .0600 cents in the dollar. Class D — .0300 cents in the dollar. Class E — .0200 cents in the dollar. Class F — .0150 cents in the dollars (f) Drainage Rates on the Capital Value of all rateable property in the area classified for She Ellesmere No. 3 Subdivision as follows: Class A — .1223 cents in the dollar. Class B — .0816 cents in the dollar. Class C — .0612 cents in the dollar. Class D — .0530 cents in the dollar. Class E — .0245 cents in the dollar. Class F — .0163 cents in the dollar. (g) Drainage Rates on the area of all rateable property in the area classified for the Ellesmere No. 4 (Osbornes Drain) Subdivision as follows: Class A — 250.64 cents per hectare. Class B — 145.93 cents per hectare. Class C — 22.46 cents per hectare. (h) Osbornes Drain Loan Drainage Rates' on the area of all rateable property in the area classified for the Ellesmere No. 4 (Osbornes Drain) Subdivision as follows; Class A — 87.74 cents per hectare. Class B — 45.63 cents per hectare. Class C — 7.03 cents per hectare. i (i) Drainage Rates on the area of all rateable property in the area classified for the Leeston Drainage District as follows: Class A — 286.70 cents per hectare. Class B — 229.36 cents per hectare. Class C — 200.69 cents per hectare. Class D — 114.68 cents per hectare. (j) Drainage Rates on the area of all rateable property in the area classified for the Taumutu Drainage District as follows: Class A — 823.72 tents per hectare. Class B — 658.98 cents per hectare. Class D — 329.49 cents per hectare. (k) Drainage Rates on the Capital Value of all rateable propertv in the area classified for the Taumutu Special Drainage District (Culverts ?vlaintenance) as follows: Class A — .9375 cents in the dollar. Class B — .1875 cents in the dollar. Class C — .0563 cents in the dollar. Class D — .0375 cents in the dollar. (l) Taumutu Culverts Loan Drainage Rates on the Capital Value of all rateable property in rhe area classified for the Taumutu Special Drainage District (Culverts Maintenance) as follows: Class A — .1955 cents in the dollar. Class B — .0390 cents in the dollar. Class C — .0117 cents in the dollar. Class D — .0078 cents in the dollar. (m) Water charges as defined in the Ellesmere Couty Council Water Race Districts Water Supply By-law No. 2, 1979, being $1.62 per hectare or part thereof with a minimum charge of §lO. (n) A uniform Water Charge of $32 on each connection to the Rolleston Water Supply Scheme with a minimum charge of $l6 on all lands and dwelling houses to which water can be put but is not supplied, as defined in the' Special Order (o) A uniform Water Charge of $36 on each connection to the Springston Water Supply Scheme with a minimum charge of $lB on all lands and dwelling houses to which water can be but is not supplied, as defined in the Special Order. (p) A uniform Water Charge of $2O on each connection to a subdivisiona] water supply scheme with a minimuji charge of $lO on all lands and dwelling houses to which water can but is not ' supplied in the Leeston, Southbridge, Lincoln and Dunsandel Urban Water Supply areas. (q) A uniform Sewerage Charge of $4B for each house, flat, shop or other building, $l6 each additional closet or urinal up to' seven, and $8 thereafter, in the Leeston Urban Drainage district and a minimum charge of $24 on any Valuation Assessment to which sewerage can be, but is not connected. NOTE: Where a dwelling is occupied solely by one family unit the basic charge of $4B only will be levied. (r) A uniform Sewerage Charge of $4B for each house, flat, shop or other building; $l6 each, additional closet or urinal up to seven and $8 thereafter, in the Lincoln Urban Drainage district and a minimum , charge of $24 on any Valuation Assessment to which sewerage can be, but is not connected. NOTE: Where a dwelling is occupied solely by one family unit the basic charge of $4B only' will be levipd. (s) A uniform Community Centre Levy' of $6 for each dwelling unit in the ,Mead-Dunsandel Community Centre district. (t) A uniform Community Centre Levy of $6 for each dwelling unit in the Southbridge Community Centre district. (u) A uniform Community Centre Levy of $lO for each dwelling unit in the Killinchy Community Centre district. (v) A J uniform Refuse Charge of $l5 for each property in the County for which a regular refuse collection service is provided. (w) Such Rates as are made by Special Order by the North Canterbury Catchment Board for the year concluding March 31, 1981. The above Rates and Charges become due and payable in one sum on the 22nd day of August, 1980, at the County Office, Leeston (P.O. Box 2), where the Valuation Roils are open for Inspection during office hours. In terms of Section 70 of the “Rating Act. 1967,” a discount of five per centum (5%) will be allowed on the General Rate only if rates are paid within 30 days of the due date. In terms of Section 71 -of the “Rating Act,1967,” a penalty of ten per cent (10%) will be added to all the above rates not paid on or before the 20th dav of February, 1981.
