The Minister told the conference that both he and the Parliamentary Under-Secre-tary for Local Government (Mr Comber) “had shown reservations” about the bill. “But it is over to you (the local bodies) "to make responsible submissions so that we can amend the bill to something we all can live with,” the Minister said.
