I aware of the problem and [had expressed the Ministry’s concern to the masters of all foreign fishing vessels. “The problem is being considered by international control authorities; concerned with the law. of the sea, but official pollution controls cannot be imposed. “Controls against litter should be imposed on all sea-going craft and not just foreign fishing vessels,” said >Mr Maclntyre.
