myself baffled by Mr Gair’s continual reference to the lack of undue penalty when national superannuitants are docked for overseas travel in excess of three months, because most travellers take less time. Why is any penalty deemed ,to be due for overseas travel? I gather that income tax is also due to the New Zealand Inland Revenue during this time, and perhaps this is part of the penalty? According -to Mr Gair’s reply, New Zealanders who have lived and paid their taxes abroad for most of their lives would, ironically, be able to come home on reaching 60 years of age, and be supported five years .earlier than in most foreign havens. If the social security system is to have elements of penalty, would it be better if the recipients were more clearly helped for misfortunes they have demonstrably tried to avoid, and penalised only for hurt they have caused? — Yours, etc., R.
