Papanui riding
Sir, — The Papanui riding of Waimairi County has been denied the justice of a second representative for the 1980 local body elections. The chairman, ’Mr Rich, is quoted as saying an “easy solution” had been rejected. That solution would have reduced rateable value in Papanui riding and eventually caused increased 'riding rates, by shearing off a chunk of Papanui and transferrihg it to the Harewood riding, A thorough review of riding representation should be started now, because the Papanui problem has been pigeon-holed for too long. — Yours, etc., R.
