Caning ban sought
PA Hastings The use of the strap or cane in schools and hidings in the home could stop if the Federation of New Zealand Parents’ Centres has its way. The federation decided at its annual conference, which ended at Havelock North on Monday, to ask the Government to repeal section 59 of the Crimes Act.
This section of the act says that parents, persons in place of a parent, and every schoolmaster is justified in using force by way of correction towards any child or pupil if the force used is reasonable in the circumstances. The federation believes that this permission promotes, encourages and supports unnecessarily punitive, violent techniques of child control and contributes to violence in the home, which it sees as the primary basis of violence in society. ’ “Thus parents resort to punishment when other techniques would be more effective,” says the society.
