taking up or putting down passengers, or about.to be stopped for such purpose, no person shall at any time drive or propel any vehicle or ride any horse between such tram car or tramway trailer and the kerbing of the footpath on the side of which such tram car or tramway trailer shall be taking up or putting down, or shall be about to take up or put down, passengers unless there shall be at least 23 feet of clear road space between such vehicle

or horse and such tram car on tramway trailer.” The by-law was ordained on behalf of the mayor, ouncillors, and burgesses.
