Vineyard prohibition
Sir, — Thank you for making it clear that regulations concerning the use of herbicides near vineyards are not onerous. Improvements in spraying practices, that could have occurred through the notified presence of vineyards, may not happen in Paparua. Pastoral farmers using their own equipment to spray weeds near vineyards would incur no extra expense, but it is conceded that extra downtime cduld add a little to contract spraying costs. Extra care is long overdue and only amounts to reasonable consideration for neighbours and the environment. The conditional use decision indicates less prejudice than in other Banks Peninsula counties, but the fact remains that the non-offensive party is unfairly penalised for the benefit of the potentially offensive one. This basic principle has been overlooked and indicates either a lack of understanding of its importance by councillors, or a serious defect in the Town and Country Planning Act. —■ Yours, etc., lAN H. DUFF. May 5, 1978.
