Treaty warning
President Carter has given a warning of very severe consequences if the United States Senate refuses to ratify the recently negotiated new Panama Canal agreements. The canal treaty and another guaranteeing the neutrality of the waterway to be signed by all Latin American countries have raised a storm of protest among conservatives both in and out of the Senate. — 1 Washington. &
