Fraud bid fails Ruling quickly on what one member called a “shocking” scheme to cheat the Government, the Federal Election Commission has ordered the Governor of Pennsylvania (Mr Milton Shapp) to repay the entire $U5299,066 in Federal election funds from his 1976 Presidential campaign. The F.E.C. said that the Shapp campaign submitted improper contributions from five states and thus the millionaire governor did not qualify for any of the Federal subsidies in his abortive bid for the Democratic nomination. The six-member bipartisan F.E.C. fined a dozen Shapp “contributors,” but refused to say whether legal action would be taken against the governor or any of his staff. — Washington.
