Freedom in exile for 23 Basques?

! NZPA Madrid Spain has declared an amnesty for political prisoners that may free 23 Basque separatists if they promise to flee the country, the Associated Press reports. The decision, by the Spanish Premier (Mr Adolfo Suarez) and his Cabinet came soon after a band of Basque militants disguised as ambulance drivers kidnapped an industrialist from his home in Bilbao, a Basque stronghold. Government sources said that the amnesty would probably apply to all of an estimated 100 political prisoners still under detention. However, the Government has said that those receiving amnesty would have to spend time equivalent to their prison sentences outIside Spain. More than 600 other political prisoners were freed recently under Royal decrees by King Juan Carlos. Eight of the 23 imprisoned Basques had been given death sentences, which were commuted.
