Land tax reform plan

The Labour Party hopes to have its taxation reform policies ready to put to the party’s annual conference next May, the party’s Deputy Leader and finance spokesman (Mr Tizard) said on Thursday. However, proposals on land tax would probably be part of a long-term education programme, he said in an interview.

This was an emotive issue and a complex one that would require sufficient time for proper discussion and understanding, Mr Tizard said.

The land tax proposal would give relief to farmers. Mr Tizard said this would be done by imposing an annual land tax as an alternative to estate duties on the same land, thus dispensing with the need to withdraw a large block of capital out of the farm when the owner died. Mr Tizard doubted that

the review would be complete in time for the General Election, because there were several conflicting schemes.
