I Mr Dobrynin’s visit to the ] State Department was unannounced and meant to be (unnoticed. The Soviet Ambassador’s car entered and (left the building through the [parking garage, and the appointment did not appear on the Secretary of State’s published schedule. Mr Dobrynin did not talk with reporters after the meeting. : A State Department I spokesman later confirmed that the meeting had taken place, and said: “A number | of issues were discussed, inI eluding the arms talks.” The spokesman said he could not , give any details of the disIcussions.
