Loans are a failure — Mayor
Local Authority loans had yneided little additional finance, in 'pttc of an increase m interest rates to 9.5 per cent, the Mayor (Mr H. Hay) told the annual gen eral meeting of the Citizens' Association. Another way of financing capita! works had to be found, he said Income for other responsi bilities was also causing concern. Welfare required more Government assistant'; and not enough money was avail able through the National Roads' Board for essential works.
