Sir. — Tile Health Department claims that it has reason to believe there may have been fairly Widespread abuse by doctors, of the system whereby the doctor makes a monthly claim against the department, for services allegedly given. Could not the difficulties be obviated by requiring the patient to pay the whole fee to the doctor, receiving with his receipt a voucher, redeemable immediately at any post office? The post office computer could thus record not only the actual amounts paid out in medical benefits but the number of patients seen by each doctor. —
