, The debate is the first set debate of a Parliamentary session and takes the form of a motion to accord a respectful reply to the Speech from the Throne from the Governor-General which opens Parliament. This year the debate was opened by Mr J. K. McLay (National, Birkenheadl and seconded by Miss C. E. Dewe (Lyttelton).
