Tension still in Lebanon

(N.Z.P. A-Reuter —Copyright) BEIRUT, April 18. Tension remained high in Lebanon today after shelling overnight in Beirut and in the mountains east of the capital. Such outbreaks might impede a political solution to the crisis, which seemed to have been given a boost yesterday by President Suleiman Franjieh. The Right-wing Falangist radio and Beirut radio — which is opposed to the President—both reported yesterday that Mr Franjieh had signed a decree which would allow for his early replacement. The resignation of PresiFranjieh is a key Left-wing demand. But the decree still had not reached the Speaker of Parliament today, which it must do to come into effect.

Right-wing sources said unanswered questions about how security would be restored and continuing political bargaining about who should be the new President might be delaying publication of the decree.
