(N.Z. Press Association? QUEENSTOWN, Oct. 3. Legislation was being prepared to close loopholes in New Zealand’s drinking and driving laws, the Minister of Transport (Sir Basil Arthur) said today. Opening the annual Automobile Association conference in Queenstown, he said that certain technical defences to blood alcohol charges, without substantive merit, were succeeding in the courts. “One example is the technical defence that the traffic officer has not sent a blood sample immediately to the D.5.1.R., for one reason or another, and that the sample could have spoiled,” Sir Basil said. “Another technical defence raised has been the lack of sufficient proof that the independent analyst received a second specimen of blood or testing.

“Work is well in hand for proposed amendments which would clarify these apparent loopholes in the law.” V
