(N.Z. PA Reuter—Copyright) NEW YORK, Sept. 9. Israel'has offered to open its ports for the free passage of goods to and from neigh bouring countries, and is ready to turn its arid zone research centre in the Negev Desert into a regional centre for all Middle East countries. Israel’s new United Nations representative (Mr Chaim Herzog) made this clear to the special session of the General Assembly on development and international economic co-operation. The main beneficiary of any such arrangements could be Jordan, largely landlocked apart from the Red Sea port of Aqaba, in the extreme south of the country. However, observers doubt whether the offers will be taken up. because this would imply political recognition of Israel.
