, WASHINGTON. April 8. ] For the first time in the [decade since the North Vietnamese have had troops in (the south. Hanoi in the last [few days has flown aircraft [into the territory it holds, a [Pentagon spokesman said to!day. The purpose of the flights [was not known. They carried i people, and it was assumed [Hanoi was bringing in adminiistrators for the newly[conquered cities and provinces.
i The spokesman said they [were courier planes, not combat aircraft. They have flown into both Da Nang and Hue, which North Vietnamese troops took last month. He described as false published reports that combat planes were moved south. The North Vietnamese takeover of two-thirds of South Vietnam was so rapid that they apparently made little preparation for governing. Reports indicate the Northerners initially have allowed officials of the old regime to stay in their jobs to prevent the complete collapse of Government services.
