If the council decided to create clean air zones, adequate provision would have to be made for alternative heating in an emergency, said Cr I. Calvert, at a meeting of the Waimairi County Council last evening. Franks said that Christchurch should be assured of a greater supply of electricity in a crisis because of its air pollution problem.
