America’s most senior military officer, General ' George Brown, has indicated that he favours a build-up of United States strategic forces within the limits of the Vladivostok nuclear arms agreement. The Chairman of the Joint Chiefs of Staff said that the accord, limiting the number of each side’s nuclear vehicles to 2400, was only the first step towards the ultimate goal of a mutual force reduction. "In the meantime, we must take the actions necessary to ensure the adequacy of our strategic arsenal within the bounds of mutual agreed constraints,” the general told the Armed Forces Communications and Electronics Association.
He did not elaborate, other than to say that neither the United States nor the Soviet Union would be able to make a disarming first strike against the other in the foreseeable future.
