Monetary experts of 10 ■ industrial nations on Thursday began two days of talks in Tokyo on the impact of •the oil crisis on their balance of payments. ; The working party of the [Organisation for Economic Co-operation and Development, meeting under the chairmanship of the vice--president of the West German Bundesbank (Dr Otmar Emminger), is expected to : debate ways of recycling the ihuge dollar earnings of the Arab oil-producing nations.
