; Sir,—l read a report of a| (private member’s bill intro-! iduced into Parliament by the! former Minister of Social! Security, Mr Adams-Schnei-der. Mr Adams-Schneider had all the last session of Parliament to pass these bills, but the only changes he made were a few little things that did not make much difference. He now seeks to implement a special disability allowance, as recommended lby the Royal Commission. iThis is an important bill, so ;why was it not introduced; ! during the last session of (Parliament? —Yours, etc.. Adams-Schnei-der, M.P., replies: "Last year, the National Government implemented no fewer than 60 recommendations of the report of the Royal Commission on Social Security: in- ' eluding all of the major

monetary benefit recommendations, at an additional cost of some $BO million per annum. I made it clear last year that there was insufficient time to introduce legislation dealing with the remaining proposals, including the disability allowance, the domestic purposes benefit, the reorganisation of the Social Security Commission and other important matters. I said that these recommendations would be the subject of a bill to be placed before Parliament early in the 1973 session by a National Government and that this legislation would be sent to a Select Committee so that all interested parties could make submissions on the proposals. The purpose of my three private bills introduced this year is to indicate to the people the National Party’s views on these important new proposals and to invite the new Government to implement them.”]
