Ratification by N.Z. (N.Z. Press Association) WELLINGTON, Dec. 6. The New Zealand instruments of ratification of the convention on the prohibition of biological weapons had been sent to London, Moscow, and Washington, the Minister of Foreign Affairs (Sir Keith Holyoake) said today. “The convention of the prohibition of the development, production and stockpiling of bacteriological (biological) and toxin weapons, and their destruction, was opened for signature on April 10 this year and was signed on behalf of New Zealand in London, Moscow, and Washington on the same day,” he said.

It represented a significant step forward in the field of arms control measures in that, for the first time, it obligated States to destroy all existing stocks of one particular class of weapon. Sir Keith Holyoake said that an important feature was the provision which required parties to continue in good faith with negotiations leading towards a ban on chemical weapons as well.
