Harper Avenue
Sir, —The Mayor of Christchurch says, in answer to “Panda,” that work will commence early in the New Year on “development of the latter half of Harper Avenue to Carlton bridge.” Am I right in understanding that this development now proposed will mean that there will no longer be any through traffic from Harper Avenue into Bealey Avenue, nor from Carlton Mill Road into Park Terrace? And, similarly, that traffic coming in the other direction from Bealey Avenue and Victoria Street will not be able to proceed into Harper Avenue; nor will traffic from Park Terrace be permitted to cross into Carlton Mill Road? Is it not true that this “solution” to the traffic problem at the Carlton Mill comer will very quickly have the effect of creating an intolerable traffic problem on Bealey Avenue and, in particular, at the intersection of Bealey Avenue, Victoria Street, and Papanui Road. — Yours, etc., PRAESES. October 22, 1972. [The City Engineer (Mr P. G. Scoular) replies: “There is a proposal for a development as outlined by ‘Praeses’ but which should not be considered in isolation. The proposal would not be implemented until the creation of the fourth pair of one-way streets (Montreal and Durham). The effect of the proposal will be to increase the traffic on Salisbury Street and Kilmore Street which at present are under-utilised and to reduce the traffic in Victoria Street. There will be a further reduction in Victoria Street traffic when the closure occurs with the completion of the civic centre complex.”]
