W. Berlin talks (N.Z.P A -Reuter— Copyright) WEST BERLIN, Nov. 1. Ambassadors of the Big Four war-time Allies will meet in West Berlin today for a sixth round of talks aimed at clarifying their rights in Germany before the two German States conclude a treaty which would enable them to enter the United Nations. Negotiations between East and West Germany will resume in East Berlin tomorrow, and are believed to be approaching their conclusion. However, last night Bonn’s chief negotiator in the talks, Mr Egon Bahr, ruled out any conclusion in the next round. Sources close to the talks said that differences still existed between the United States, Britain, and France, and the Soviet Union, particularly over the question of referring to Allied rights “for Germany as a whole." The Bonn Government, which faces elections on November 19, would like such a formula as this would support its view that there is one German nation which could eventually be reunited.
East Germany rejects this view, and its ally, the Soviet Union is reported to be pressing for a vague declaration excluding any reierence to Germany.
