Talks soon with Russia
(N.Z.P.; 4. -Reuter—Copyright) TOKYO, July 21. The Soviet Union and Japan have agreed to hold preliminary negotiations in September before opening formal talks about the conclusion of a peace treaty. A Japanese Foreign Ministry spokesman said that the agreement was reached between the Foreign Minister (Mr Masayoshi Ohira) and the Soviet Ambassador to Japan (Mr Oleg Troyanovsky). No decision had yet been made about where the preliminary talks would be held, or who would represent the two governments. The Soviet Union and Japan, which stopped fighting when the Second World War ended in 1945, established diplomatic relations in 1956, and agreed last January in a joint declaration to open peace treaty talks.
