DEFENCE BILL AMENDED

(N.Z. Press Association) WELLINGTON, September 1. A considerable number of amendments were made in the 89-clause Defence Bill which was reported back to Parliament today after consideration by select committees.

However, the chairman of the Defence Committee, Mr J. R. Harrison (Nat., Hawke’s I Bay) said most of the changes were of a machinery nature or rewording clauses. The bill formalises the major reorganisation of the Ministry of Defence and also : consolidates into one piece of legislation four separate acts, the Defence Act, 1964, . the Navy Act, 1954, the New , Zealand Navy Act, 1950, and the Royal New Zealand Air Force Act, 1950. Most of the bill was con- . sidered by the Defence Committee but one section, which . deals with civil offences in i relation to the armed forces, , was ‘ considered by the ; Statutes Revision Committee. When the bill was reported

back, Mr A. J. Faulkner (Lab., Roskill) referred to reported suggestions that under clause 79 of the bill the services could be called in in a dispute to do civilian work without the proclamation of a state of emergency. The Minister of Defence (Mr Thomson) said there was nothing in the clause which conflicted with the law as it already was.
