The weekly foreign affairs journal, “New Times,” said last night that the general line of Peking’s foreign policy remained the same—to win China a place as a world Power capable of imposing its decisions. Referring to the sudden thaw in Chinese-American relations, started by the visit to China of a United States table tennis team this month, a “New Times” commentator, L. Kirichenko, said that the United States administration had paid Peking for its “conciliatory gestures!’ by minor steps such as the easing of travel and trade restrictions to China. The magazine said that the Maoists’ political practices showed that they “easily betray friends and quickly come to terms with those whom they just called enemies.”
