U.K. MOVE ON LAOS

Britain has formally approached the Soviet Union about the serious situation round Luang Prabang, the Royal capital of Laos, resulting from North Vietnamese action, officials said today. The British Government instructed its envoy in Moscow (Sir Duncan Wilson) to approach Russia, the co-chair-man, with Britain, of the 1962 Geneva conference that guaranteed Laotian neutrality. Officials said that the British envoy was instructed to represent the seriousness of the situation round the Royal capital, which, the instructions said, had arisen from North Vietnamese military action. Britain made the move after receiving a message from the Laotian Government which described the situation round Luang Prabang as being of extreme gravity. Diplomatic sources do not anticipate any positive response from the Kremlin, which has ignored past British approaches on behalf of the Laotian Government urging the co-chairmen to do something about the North Vietnamese military intervention in Laos.
